Tissue paper or simply tissue is a lightweight paper or, light crêpe paper.

Key properties are absorbency, basis weight, thickness (caliper), bulk (specific volume), brightness, stretch, appearance and comfort.

Tissue paper is produced on a paper machine that has a single large steam heated drying cylinder (yankee dryer) fitted with a hot air hood.

So can hamsters eat tissue?

Yes they can eat it. However, they are more than likely to use it as bedding material due to its softness. Any time, i put tissue into my hammy’s cage it is used like this.

Plain tissue and not scented tissue is best for them.
